Los Angeles County – Public Works (PW) Central Utility Plant (CUP) Project Charter

Scope: GCC was contracted by Gilbane to deliver facilitated Partnering for the new Public Works Central Utility Plant Project, located in Los Angles, California.  

Major stakeholders: Including Gilbane, County of Los Angeles, Internal Services Department (ISD), and Public Works.

Project Description: The Civic Center Central Plant supplies chilled water and steam to 11 buildings in the heart of downtown Los Angeles including the Cathedral of Our Lady of the Angels, the Walt Disney Concert Hall, The Kenneth Hahn Hall of Administration, and the Hall of Justice. The approximately 60,000 SF building is 65 years old, and a majority of the equipment is at the end of its useful service. The plant will be fully renovated to include all new chillers, boilers, pumps, piping, cooling towers, compressed air, electrical systems, low voltage controls, and emergency generator. The $155M project will also include architectural restoration, roofing, and a fully upgraded structural system, though exterior work will be minimal to maintain the historic façade. Administrative areas for staff will be improved, and new offices will be added. The project shall be phased and constructed in a manner to minimize the disruption in the ability to supply heating and cooling to the CUP’s customers.
