California Office of Emergency Services – Southern Region Emergency Operations Center Project Charter

Scope: GCC was contracted by Jacobs to deliver facilitated Partnering for the new California Office of Emergency Services – Southern Region Emergency Operations Center Project, located in Costa Mesa, California.  

Major stakeholders: Including Jacobs, HGA, DGS, CAL OES, Turner, and DGA.

Project Description: The Southern Region Emergency Operations Center will be developed on a +/-15-acre site within the Fairview Developmental Center (FDC) in Costa Mesa, CA, and includes a +/- 39,000-SF office building and a +/- 21,000-SF support warehouse. Other improvements include landscaping and fencing, paved staff and visitor parking areas, a 120-foot communication tower, and various other infrastructure improvements such as utilities, stormwater mitigation, intersections and roadways. The Project also includes energy infrastructure such as PV panels, battery energy storage systems and emergency generators and will be designed to be Zero Net Energy
